While the Hutts may be fractious and competitive, they refuse to cede territory or power, and have a "no one is allowed to pick on my family except me" attitude. Any military attempts against them are frustrated first by the Qunaalac kajidic, then their allies, then all Hutt kajidics together if necessary. Far too entrenched to be conquered, even by the Sith Empire, the Hutts have maintained their territory for tens of thousands of years at this point, and will do so for thousands more. They're most likely preoccupied with exploring and colonizing more worlds of the Hapes Cluster. With the protection of Transitory Mists, they remain independent, and have thus far not sealed their borders, which occurs around 3100 BBY, some 542 years after your game is set. The Hapes Consortium is in its early stages of formation at only 388 years old. The Ktilac regions remain isolated religious fanatics, not bothering the Sith unless the Sith interfere with their affairs. Smuggling key people or cargo in or out of the region and through the Sith-controlled New Territories is likely a dangerous and lucrative business. These 212 star systems would likely remain allied with the Republic, resulting in a situation similar to the blockade of West Berlin by the U.S.S.R.

The Nouane region), while not part of the Republic, has been allied with them for 321 years at the end of the Cold War, and is governed by a series of Moffs. Happy to assist! I've been doing some more reading, and have more ideas about the independent regions within Sith territory. The Republic also controls the Arrowhead, Southern Core, Trailing Sectors, and Western Reaches.

The Sith control the Slice north of Bothan space, and the Republic controls the rest of the Slice. Using this always useful map, I'd say the Sith control all of the Trans-Hydian Borderlands, the eastern half of the Northern Dependencies, and almost all the New Territories, while Ord Mantell is the easternmost point of Republic control in the New Territories. Seems like the Sith get the northeast quarter of the galaxy, extending outward to the north-northwest and the east-southeast. This is a barely helpful image laying out the borders decided by the Treaty of Coruscant. The Galactic War (3642 to 3636), does seem to be forgotten, as the next paragraph in the book skips all the way to 2000 BBY.

They're both referenced by name on page 134, so they weren't forgotten, there just isn't a map. I've just checked the Essential Atlas, and there isn't a map for the Great War (3681 to 3653 BBY) or the subsequent Cold War (3653 to 3642).
